The Challenges to Optimize COVID-19

Vaccination Program During Second Wave of

Pandemic in Indonesia

The Coronavirus Disease 2019 (COVID-19) pandemic has become a global threat and hasn’t been fully controlled yet. In Indonesia, the new cases have increased highly as a result of the existence of Delta variant and mobility of community during the 2021 Eid al-Fitr holiday. This condition caused the second wave of COVID-19 in Indonesia. The government has implemented various intervention efforts in order to battle the traps of COVID-19 pandemic, not only through the application of health protocols and Community Activity Restrictions (PPKM), but also through COVID-19 vaccination program. Vaccines provide the immune system by recognizing and fighting the targeted virus. After getting vaccinated, the body that is exposed to Coronavirus will be ready to destroy and prevent the emergence of COVID-19 disease So, vaccines need to be done so that the rate of contracting is lower.

However, the coverage of COVID-19 vaccination is still quite low, considering that its distribution has started since January 2021. Based on a survey conducted by the Committee for the Handling of COVID-19 and the National Economic Recovery (KPC-PEN), vaccination data coverage in Indonesia is as of May 25, 2021 for vaccination. the first was 8.5% (15,330,336) and the second vaccination was 5.6% (10,125,480) of the overall vaccination target. Based on this data, there are several obstacles that cause the low coverage of COVID-19 vaccination in Indonesia. Indonesian researchers stated that one of the obstacles in COVID-19 vaccination program is skeptical thoughts from community towards the program. Some particular groups doubt about the safety of the vaccination, uncertainty about how long the immunity will last and the vaccine’s effectiveness against new variants, as well as their distrust behaviour that are often shown towards pharmaceutical industry. Based on the research results, those particular groups include ethnic minorities with low education, low income, have low education about COVID-19, and don’t comply with COVID-19 health protocol regulations. Therefore, the community needs to be given a proper education about COVID-19 vaccination program and some groups’ participation in the program need to be encouraged.

The main obstacle in optimizing the COVID-19 vaccination program is related to the production of vaccines and ensuring the stock of vaccines are allocated fairly for every people in Indonesia. In terms of global vaccine supply, refusal to distribute vaccines across borders in Indonesia is happened very often. Dirjen P2P Kemenkes Maxi Rein Rondonuwu (2021) in media indonesia stated Some of the vaccinations require expensive ultra-cold chain technology, which is a challenge and a problem for low-and-middle income regions. The pharmaceutical industry has an important role in the supply chain, where a poor supply chain will affect the effectiveness of the vaccine. As an addition, being well-planned is mandatory in shipping logistics to prevent poor storage and watering processes of the vaccine.

Some obstacles in optimizing COVID-19 vaccination program that has been stated before has to be overcomed in order to battle the threats of second wave of pandemic. The government has to do persistent health education and drive community engagement to adhere to the COVID-19 health protocol and the vaccination program. This can be done by doing a campaign through online platforms that include public figures. In addition, the government can make vaccination priorities and encourage the domestic pharmaceutical industry to be able to produce their own vaccines by cooperating with each other or collaborating with foreign pharmaceutical industries. Therefore, Indonesia can be more ready to face the second wave of the COVID-19 pandemic in Indonesia.
